As stated in the report, “The Iranian state continues to deny accountability for its grave human rights violations,” with domestic legal mechanisms described as “fundamentally compromised.” The authorities actively obstruct justice, intimidating victims’ families and pursuing activists and lawyers while ramping up digital oppression.
The mission further reports a dramatic surge in executions during 2023 and 2024, using public hangings as a psychological weapon against detainees. The regime has also been accused of fabricating narratives of “suicide” for protesters who perished in custody. The systematic oppression of ethnic and religious minorities, particularly Kurdish, Baluch, and Ahwazi Arab activists, continues, resulting in arbitrary detentions and disproportionate death sentences.
