Despite fierce opposition from several countries, including the USA and Argentina, the final text robustly affirmed the rights of all women and girls, emphasising the need to combat various forms of discrimination they endure.
This year, the declaration is groundbreaking, explicitly acknowledging survivors of sexual and gender-based violence during conflicts, advocating for their access to healthcare and justice. It promotes ‘gender-responsiveness’ in budgeting and social protection, committing governments to facilitate funding for civil society. This declaration stands as a beacon of hope amid an increasingly hostile environment for gender rights.
Fernanda Doz Costa, Director at Amnesty International, asserted that this renewed dedication is a significant win, highlighting the relentless efforts of women human rights defenders who advocate for equality. Nevertheless, the concerted attempts to retreat from progress raise serious concerns, especially against the backdrop of a growing threat to sexual and reproductive rights brought on by conservative forces worldwide.
Currently, numerous women and girls are ensnared in crises, particularly in conflict zones where they face dire human rights violations, including denial of healthcare and rampant sexual violence. Coupled with the refugee crisis and climate change impacts, the abrupt termination of crucial USAID funding exacerbates existing challenges.
Doz Costa underlined the daunting obstacles women encounter when seeking justice and rights, warning that neglecting these issues conveys an alarming message of impunity for abuses. She urged governments to not only commit but also take tangible actions to dismantle systems perpetuating oppression.
Amnesty International documented a troubling rise in surveillance and attacks on women’s rights advocates (WHRDs). The organisation appealed for concrete protections for WHRDs, advising states to cease their silencing and delegitimising efforts. The call extends to Saudi Arabia, the current chair of the Commission on the Status of Women, to exemplify positive measures by supporting WHRDs.
