Throughout history, the voices of half the population have often been excluded from the formation of constitutions, which shapes the rights and values of societies. Many of these foundational documents have emerged from male-dominated discussions, resulting in a disregard for women’s perspectives. A significant moment came in 1995, with the Beijing Declaration, which sought to empower women, highlighting their essential participation in all aspects of life. International IDEA was born that same year, pledging to foster women’s leadership and inclusion in democratic settings.
International IDEA uplifts women constitution-makers through three main avenues. First, the Women Constitution-Makers’ Dialogue, initiated in 2019, creates a unique space for women to connect, share, and strategise on drafting gender-sensitive constitutions. Collaborating with the PeaceREP from the University of Edinburgh and funded by the UK Foreign, Commonwealth and Development Office, this initiative has established a network of women from over 20 nations, aimed at supporting democratic and inclusive governance.
Secondly, International IDEA advocates for women’s leadership on the global stage, particularly at crucial events like those held at the United Nations. Reflecting frameworks such as the Beijing Declaration and UN Security Resolution 1325, these gatherings highlight the importance of women’s contributions in addressing global conflicts and crises. This platform allows for the examination of progress made and the exploration of further support mechanisms for women, especially in times of turmoil.
The third way International IDEA empowers women is through its Constitution Assessment for Women’s Equality (CAWE), launched in 2016. CAWE aids women and their allies in creating gender-sensitive constitutions by clarifying language, addressing biases, and suggesting improvements for women’s equality. Its impact is widespread, aiding various constituencies in countries from Chile to Myanmar in advocating for constitutional amendments. This tool places equality at the forefront of constitutional discussions, insisting on enforceable measures rather than mere sentiment.
By creating collaborative environments, providing essential resources, and elevating women’s leadership, International IDEA showcases the incredible gains when women receive proper support. In our evolving world, multifaceted leadership is crucial. To ensure a truly democratic society, women’s voices must significantly influence governance structures and legal systems. The text of constitutions must reflect and secure women’s potential, ensuring equal participation at every level. Ultimately, “We the People” must encompass everyone; without inclusivity, its essence is lost.
