Human Rights Watch (HRW) has voiced strong criticism against the European Union (EU) for its inadequate response to Rwanda’s backing of M23 rebels in eastern Democratic Republic of Congo (DRC). A resolution passed by the European Parliament in February 2025 called for a freeze on budget support to Rwanda until it halts this support and allows humanitarian access in the DRC. However, the non-binding nature of this resolution means that the European Commission has not enforced it, highlighting the EU’s failure to take decisive action.
HRW pointed out that inaction by the EU further complicates efforts to bring perpetrators of human rights abuses to justice, while the humanitarian crisis deepens. M23 rebels, allegedly backed by Rwanda, have taken control of vital cities like Bukavu and Goma, resulting in widespread displacement and horrifying human rights violations, including executions and sexual violence. The EU’s statements demanding an end to hostilities and withdrawal of Rwandan support have not translated into effective measures like the suspension of financial aid or sanctions. HRW has admonished the EU for not moving beyond mere words, warning that violence and impunity will persist without real pressure on Rwanda.
HRW has urged the EU to transform its strong rhetoric into actionable policies by implementing parliamentary recommendations and stipulating that any aid to Rwanda is contingent upon halting support for armed groups in the DRC. The urgency for addressing human rights protections and accountability mechanisms in this turbulent crisis is paramount, calling for immediate international focus to safeguard the region’s stability and the lives of its civilians.
